Apostille by destination country: what your document needs
If the destination country is a party to the Hague Convention abolishing the requirement of legalisation, an Israeli document needs a single apostille, with no embassy certification. Israel has been a party to the Convention since 1978, and almost every country to which Israelis submit documents is a party, including the US, Canada, the UK, Germany, France, Spain, Portugal, Italy, Russia, Ukraine and China. A country that is not a party, such as the United Arab Emirates, requires a chain of consular legalisation.
Table by country
All the countries in the table are parties to the Hague Convention except the United Arab Emirates, so an Israeli document intended for them needs only an apostille. The UAE requires consular legalisation. The data is correct as at 25.10.2026, according to the HCCH status table.
| Country | Party to the Convention | In force from | What the document needs |
|---|---|---|---|
| United States | Yes | 15.10.1981 | Apostille |

| France | Yes | 24.1.1965 | Apostille |

None of the countries in the table has objected to the application of the Convention with Israel.
Note on China: the Convention applies to mainland China. For Hong Kong and Macao, check in advance with the receiving body.
A country that is not a party to the Convention: the United Arab Emirates
For the UAE the document goes through four stages: a certificate not under the Convention from the court, certification by the Israeli Ministry of Foreign Affairs, legalisation at the UAE mission, and final attestation by the UAE Ministry of Foreign Affairs.
- The court: a "certificate not under the Convention" (no fee).
- The Israeli Ministry of Foreign Affairs: a further certification.
- The mission: legalisation at the UAE embassy or consulate.
- The UAE Ministry of Foreign Affairs: final attestation.
According to the UAE Ministry of Foreign Affairs, the document must be in Arabic or English, or accompanied by an official translation. At our office, notarial translation is from Hebrew into English.
Who issues the apostille in Israel?
A notarial document receives an apostille from an authorised signatory at the court registry, for a fee of 41 ₪ per certificate (from 1.1.2026). A public document receives an apostille at the Ministry of Foreign Affairs, and a judgment or judicial decision receives a digital apostille through Net HaMishpat.
- A notarial document (signature certification, true copy, notarial translation, power of attorney): an authorised signatory at the court registry, according to the register of notaries. The fee is 41 ₪ per certificate (from 1.1.2026, according to gov.il).
- A public document (for example a birth or marriage certificate or a police certificate): the Ministry of Foreign Affairs.
- A judgment or judicial decision: a digital apostille through Net HaMishpat.
Electronic apostille
Israel issues electronic apostilles, and every such apostille can be verified in the Ministry of Justice electronic register. Since January 2025 the service covers all types of notarial documents, and for an electronic notarial certificate only the notary requests the apostille.
- Before requesting: check in advance that the body in the destination country accepts an electronic document.
- A country that is not a party to the Convention: the certificate is prepared on paper.

The right order: notary, translation, then apostille
A private document, copy or translation first receives a notarial certificate, and then an apostille on the notary's signature. Where a translation is also needed, ask the receiving body whether the apostille should be on the original, on the translation or on both.
The difference changes the number of certificates and the cost. More on the Apostille page and the Which certificate does your document need page.

Frequently asked questions about apostilles by country
Do I need embassy certification if I have an apostille?
No, in a country that is a party to the Apostille Convention. The apostille replaces consular legalisation.
Does Canada require an apostille?
Yes. Since 11.1.2024 Canada has been a party to the Convention, and an Israeli document needs an apostille instead of consular legalisation.
Does the UAE accept an apostille?
No. The UAE is not a party to the Convention, and the document is certified at the court, the Ministry of Foreign Affairs, the UAE mission and the UAE Ministry of Foreign Affairs.
How much does an apostille on a notarial document cost?
The court fee is 41 ₪ per certificate (from 1.1.2026). The notary's fee for the certificate itself is set by regulation, and you can calculate it with the notary fee calculator.
