Travel Abroad by a Minor: Notarial Certificate and Parental Consent
A minor travelling abroad with one parent, with an escort, or alone needs a notarial certificate confirming that both parents have consented to the journey, a requirement that derives from the Hague Convention on child abduction. Why a notarial certificate is required
The requirement for a notarial certificate of parental consent to a minor's travel abroad stems from the fight against child abduction. The Hague Convention of 1980 on the Civil Aspects of International Child Abduction was designed to prevent one parent from removing a child from the country in which the child lives and taking the child to another country without the other parent's consent.
This gives rise to the practical requirement: a minor entering a country party to the Convention with only one parent, with an adult escort, or alone must carry a notarial certificate confirming that both parents have consented to the journey. The certificate is the evidence the immigration authorities of the destination country ask for, to satisfy themselves that the child is not being removed against the wishes of the other parent.
The requirement is also anchored in Israeli law. The Legal Capacity and Guardianship Law, 5722-1962, provides in section 14 that both parents are the natural guardians of their minor children; section 15 includes within guardianship the right to have custody of the minor and to determine the minor's place of residence; and section 18(a) provides that in every matter within the scope of guardianship, both parents must act by agreement.
- The minor is flying with one parent, and the other parent is staying in Israel.
- The minor is flying with an escort who is not a parent.
- The minor is flying alone.
The process
A preliminary check by the client
Check that there is no order preventing departure from Israel, through the online service of the Population and Immigration Authority or on *3450, and that the minor has a valid passport.
The forms
Download the forms and complete them in blue ink, in two original copies. Do not sign in advance.
Signing before the notary
The parents sign before the notary and present identification (section 11 of the Notaries Law). A parent who is abroad can sign before a notary or a consul in the country where they are.
The certificate
You receive the notarial certificate attached to the forms, and add the documents required for your situation.
Forms for download
The three forms below were drawn up by our office. They are bilingual, in Hebrew and English, and ready to print and complete. They are signed before the notary, after which the notarial certificate is issued and attached to them.
- Parental consent form for a minor's travel abroad: the main form, required in each of the three situations.
- Escort's declaration form: required only where the minor travels with an escort who is not a parent. The form accompanies the parental consent form and does not stand on its own.
- Minor's medical information form: required in all three situations.

Three situations, and what each requires
The forms can be downloaded from the forms for download section of this page: the parental consent form, the escort's declaration form and the medical information form.
1. Travelling with one parent
The most common situation: the minor flies with their father or mother, and the other parent stays in Israel.
- 2 parental consent forms, signed in blue ink, originals.
- Identity card and ID card appendix (sefach) of the parent remaining in Israel.
- A copy of the minor's passport.
- A copy of the flight tickets.
- A copy of the passport of the parent travelling with the minor.
- The minor's medical information form.
- Any other relevant documents, if available, for example an invitation to a sporting event, representing a national team, or an international competition. This item is optional.
2. Travelling with an escort who is not a parent
Two forms are required here: the parental consent form, which is the same, and in addition an escort's declaration form, in which the escort declares that they bear responsibility for accompanying the minor on leaving and entering Israel.
- 2 escort's declaration forms, signed in blue ink, originals.

- The original and two copies of the parents' identity cards and ID card appendices (sefach).
- 2 copies of the minor's passport.
- 2 copies of the flight tickets.

3. A minor travelling alone
When the minor flies unaccompanied, the same parental consent is required, in a larger number of copies.
- 2 parental consent forms, signed in blue ink, originals.
- The original and two copies of the parents' identity cards and ID card appendices (sefach).
- 2 copies of the minor's passport.
- 2 copies of the flight tickets.
- The minor's medical information form.
- Any other relevant documents, if available. This item is optional.
Two special situations
- A custodial parent: a certified guardianship order is also required.
- One of the parents has died: a copy of the death certificate is also required.
Timing and cost
Timing: an appointment can usually be arranged for the same day or the next, and the certificate is handed over as soon as the meeting ends. It is best not to leave it to the last few days before the flight, particularly if a passport has to be issued or if one of the parents is abroad.
Cost: a notarial certificate for a minor's travel is an authentication of a signature, so the signature authentication fee fixed by the regulations applies: NIS 197 for the first signatory and NIS 77 for each additional signatory on the same document. The second original copy of each form is certified at the same time for the fee for an additional copy, NIS 77. VAT is added to these amounts. For an exact figure, see the notary fee calculator.

Issuing a passport for a minor
Before dealing with the journey itself, the minor must have a passport. The requirements here are set out in the Population and Immigration Authority's procedure for handling applications for a biometric travel document, Procedure 3.2.0010:
- Married parents: the application form is signed by the parent submitting it, and by the minor if the minor is able to sign.
- Parents who are not married, including divorced parents: the consent of both parents is required when the application is submitted.
- One parent only: possible only where there is a judgment granting that parent sole guardianship.
- A parent staying abroad: may give consent through an Israeli diplomatic mission abroad, by post or by email.
The minor must attend the office in person, accompanied by at least one parent and with identity documents. Make sure that the passport is valid for the period the destination country requires, often six months beyond the date of departure from it.
Orders preventing departure from Israel, and how to check
An order preventing departure from Israel is issued by the courts and by the Enforcement and Collection Authority, and is intended to prevent a person from leaving the country. In family matters, the Family Court or the corresponding religious court may issue such an order as interim relief in divorce proceedings, and the order may also apply to the children.
An existing order is usually discovered at the worst possible moment: at the check-in desk at the airport. You can check in advance, free of charge, in two ways:
- Through the online service of the Population and Immigration Authority, using smart identification or by presenting an identity document.
- Through the automated telephone service on *3450, which operates 24 hours a day.
The check takes a few minutes, and is best done before booking tickets, not afterwards.
Divorced or separated parents
Divorce does not end joint guardianship. Section 24 of the Law allows parents who live apart to agree on how guardianship is to be divided, subject to the court's approval, and section 25 provides that where there is no such agreement, or the agreement has not been carried out, the court decides according to the best interests of the minor.
In practice, a divorced parent is not the "deciding parent" merely by virtue of being the custodial parent. Unless there is a judgment granting sole guardianship, the presumption is that the consent of both is required, and that is also how the offices of the Population Authority apply it.
If the divorce agreement or the judgment regulates travel abroad, it is decisive. Read it before preparing any documents, because sometimes what is actually needed is an application to the court rather than a notarial certificate.
Frequently asked questions about travel abroad by a minor
Why is a notarial certificate needed at all?
Because of the 1980 Hague Convention, which was designed to prevent child abduction. A minor entering a country party to the Convention with only one parent, with an escort, or alone must carry a notarial certificate confirming that both parents have consented to the journey. That is the evidence the immigration authorities of the destination country ask for.
Which forms do I need to fill in?
A parental consent form is always required. If the minor is travelling with an escort who is not a parent, an escort's declaration form is also required. A medical information form is required in every case. All three forms can be downloaded from this page.
Why a blue pen, and why two copies?
Blue ink distinguishes an original from a photocopy. Two original copies are needed because one is kept in the notary's records, as required, and the other is handed to you. Photocopies and scans are not accepted.
What if the other parent refuses to sign?
If there is no consent, the decision rests with the Family Court, according to the best interests of the minor. A notary cannot certify consent on behalf of a parent who has not given it, nor can a notary bypass the need for consent.

The other parent is abroad. How can they give consent?
For the issue of a passport, through an Israeli diplomatic mission abroad, to which the consent can be sent by post or by email. For the notarial certificate, the parent can sign before a notary or a consul in the country where they are.
We are divorced and I have custody. Is that enough?
Custody and guardianship are not the same thing. Unless the judgment grants sole guardianship, guardianship is presumed to be joint and the consent of both parents is required. Where a custodial parent applies, a certified guardianship order is also required.
One of the parents has died. What is required?
In addition to the usual forms, a copy of the death certificate is required.
